HIPAA is the Health Insurance Portability and Accountability Act. It creates national standards to protect individuals' medical records and other personal health information. It establishes appropriate safeguards that health care providers and others must achieve to protect the privacy of health information.

The HIPAA Privacy Rule requires the average provider or health plan to secure patient records containing individually identifiable health information so that they are not readily available to those who do not need them.

Most health insurers, pharmacies, doctors and other health care providers were required to comply with these federal standards beginning April 14, 2003.  As provided by Congress, certain small health plans and providers have a year to comply.
